-Pins! They're cheap, too! You can find them at Clarie's (and various accessorie stores), Hot topic thrift stores, various dollar stores, and courtyard stores. I think they also have DIY pins at craft stores, too.
-Ribbons. String colorful ribbons through your zipper pulls. Buy them at textile or craft stores, the more you get the cooler the look. Braiding them together can also look nice.
-Key chains & key pulls. Make one yourself out of gimp, hemp, or trade name a friendship braclete and attatch it. Attach plastic charms and beads to a couple of large fishing swivels, which are afterwards clipped to the zipper tab. They also sell some at craft stores and gift shops.
-Rhinestones. They can be glue in a random template or applied in concentric circles, star bursts or other patterns. Just use a hot bonding agent gun to attatch.
-Doodles. Write your favorite song lyrics (cursive looks nice) with a black sharpie. Draw hearts, peace signs, smiley face, whatever you'd like. Don't overdo it becaue it can look gluey.
-Cut out old clothes logos and attatch them to your bag (The abercrombie moose, aeropostyle butterfly, lacosté alligator, etc.)

Go to the craft store (like micheals) and get some inspiration...they enjoy lots of iron ons and pins...it depends on you're style what you will pick, we used to get safety pins and overt up the twist at the back ample that we could string the little seed beads around it and reclose the verbs.then we would line them up to trademark designs. Also at the fabric store you can buy 1/4 yard of a few different fabric, cut them into shapes and sew them to the backpack.or get some fabric marker or glitter markers and color designs on the sack...one year I got a yard of funky but strudy cloth and recovered the whole bottom half of my feeble backpack with it.it made it strong enough to hold up for the subsequent year and gave it a whole latest look.also on the back you can attach some eyelets and thread shoelaces through it in X's to build it look like a corset, also at stores that sell punk clothes you can buy loose studs and stud around the pockets on the outside, of late press the sharp ends through the fabric and bend under the sharp ends near a pair of pliers

well you could use fabric paint, or rhinestones. or you could purely go to walmart or something and get sequins glue. i did it with a t-shirt and the shiny flecks sticked untill i washed it. the way the backpack ends up looking depends on how creative you get with it!
try all over the place pins and splash some paint on it.be creative.

Suggestions:

-Try sequins, rhinestones, or anything else of relation
-Sew colorful buttons on (for patterns, or just for little "doohdahs" lol)

I would re paint it with material paint.
Or instead of fabric paint if that isn't possible if you are into sewing or can do it, It could stitch "patches" on it, because it looks like its surrounded by :)
You can get patches of your fav band and stuff, and some of them glue on or iron on, if you dont want to stich them on.
I would also add buttons, approaching cute things.
And I would add rhinestones and like at michael's and hancock textile you can get these rhinestones in shape of stuff similar to dolphins and palm trees and stuff.
I would add keychains and stuff, but not too many cuz they can bring caught on your hair or books or jam the purse.
