Belt shoulder bag??
Anyone know where I can get a (cheap) belt rucksack? Not a fanny pack, like a coin purse thing that you slide onto your belt.

Have you checked the luggage or travel section of your local store? Most department stores carry belts or something similar to what you describe within the accessories portion of their travel section.
