Bag template for designing heaps?

I'm starting up my own fashion company designing bags, but where on earth I'm working full time I don't have much time to spare actually making the heaps. Is there somewhere that I can buy plain bags (maybe within bulk) where I'm then competent to modify them according to my designs and sell them off as my own? (legally)?
