Well, if you look at the dimensions, and then you look at the purse, you can verbs that the dimensions are done without measureing the handles. The shoulder bag is a square with "9 1/2" WIDTH x 9 1/2" HEIGHT" measurements. It wouldn't make sense for it to include the handle.
The measurements does not include height of the handles. The pack looks quite small and is meant to be carried on your hand only (i.e. a satchel bag). The straps look too small to be worn on your shoulders. It is okay if you like to fetch a small handle bag but I would suggest a larger pack. I would rather carry a larger backpack than a tiny bag.
no, im pretty sure that doesnt include the handles cuz later it would be taller than that.

No, that doesn't story for the handle. Usually the descriptions will give the measurements for the purse and next give the length of the strap. Looks resembling they skipped the last part.
The size is a short time small for me. I wouldn't get one less than 14 inches, but that's simply me.
