Target has profoundly of bags like that!

Some of them are exactly ten dollars and others are more expensive, by a bit bit. You could always wait until they are on public sale, but then selection is more fixed.

Kohl's definately have green sayings and bags like that, but i'm not sure if they're below ten dollars. it will be EXTREMELY difficult for you to find that cheap of a tote.=D good luck.

You could also budge to AC Moore, buy a plain bag and then affix "go green" patches and artwork to it, that approach you're supporting the green movement but with your own style.

I'm not sure about target, but i know borders and jcpenny are awesome places for it. You basically have to check in the sale/clearance element. Or search your heart out.
